CALL FOR APPLICATIONS FOR GOVERNMENT STUDY LOAN – JANUARY 2027 INTAKE

Rwanda Government Study Loan 2027: HEC Opens Applications for January 2027 Intake (1–21 October 2026)

The Higher Education Council (HEC) has opened applications for Government study loans for Rwandan students admitted to foreign universities for the January 2027 intake. The application window runs from 1 to 21 October 2026, and all applications must be submitted online through HECMIS.

Overview

On 1 October 2026, the Higher Education Council (HEC) published a public announcement calling for applications for the Government Study Loan, January 2027 Intake. The loan is open to Rwandan students who want to study abroad in national priority fields, at Bachelor's, Master's, and Doctorate levels.

The loan is awarded competitively. HEC considers national priority areas, eligibility requirements, whether the programme is offered by local Higher Learning Institutions, and the funds available in the Government budget. Admission to a foreign university does not by itself guarantee a loan.

Applications submitted after the deadline will not be considered.

 Eligibility criteria

An applicant must:

  1. Be a Rwandan citizen.
  2. Have secured admission to a recognized or accredited foreign Higher Learning Institution.
  3. Meet the academic and other requirements specified by HEC.
  4. Provide a valid admission letter for the programme and institution for which the loan is requested.
  5. Meet any additional eligibility requirements for their level of study.

Important Eligibility Restrictions

  • Bachelor's applicants: Only candidates who completed Senior Six in 2026 and secured admission to a recognized foreign university are eligible. Applicants admitted to local universities are not eligible.
  • Ongoing students: Students already enrolled in foreign universities are not eligible.
  • Programme availability: The programme must be in a national priority field and, as applicable, not offered by local Higher Learning Institutions.

Documents Required

1. Application letter addressed to the Director General of HEC. It must clearly state:

  • The programme of study
  • The name and country of the institution
  • The mode of study (preferably full-time or part-time)
  • The starting and ending dates and total duration of the programme
  • The academic level (Bachelor's, Master's or PhD, where applicable)
  • The amount requested, with a detailed breakdown of costs: tuition fees, living allowance, accommodation, medical insurance, research/thesis fees and any other applicable study-related costs

2. A valid admission letter from a recognized foreign Higher Learning Institution.

3. Certified copies of academic certificates and transcripts from the previous level of study.

4. A copy of the National ID.

5. An updated Curriculum Vitae (CV).

6. A recommendation letter:

  • From the employer, for employed applicants, or
  • From the academic supervisor, lecturer or teacher, for unemployed applicants.

7. A personal statement explaining your motivation for the programme and its relevance to your professional development and Rwanda's development priorities.

8. Supporting documents for the requested costs, where applicable, such as official tuition-fee schedules or invoices, accommodation costs, medical insurance requirements and research-fee requirements.

How to Apply: Step by Step

  1. Choose a priority-field programme from the HEC list above, and confirm that it is not offered by a local Higher Learning Institution.
  2. Secure admission to a recognized or accredited foreign university and obtain your admission letter.
  3. Request official fee schedules or invoices from your university: tuition, accommodation, medical insurance and any research or thesis fees.
  4. Prepare your documents: certified copies of certificates and transcripts, National ID copy, updated CV, recommendation letter and personal statement.
  5. Write your application letter to the Director General of HEC, with all required details and a full cost breakdown.
  6. Submit everything online on HECMIS (https://hecmis.hec.gov.rw/) before 21 October 2026.

Tips for a Strong Application

  • Start early. Certified copies and recommendation letters take time to obtain, and the window is only 21 days.
  • Link your goals to Rwanda's development. The personal statement should show how your studies will contribute to national priorities.
  • Be precise with your budget. Give an itemised, evidence-backed breakdown. HEC may approve a different amount from the one requested, based on Government cost structures and available funds.
  • Match your programme to the list. Check that your exact programme falls under a listed priority field and is not offered locally.
  • Make sure every document is accurate and authentic. Submitting false or misleading information may lead to disqualification or cancellation of the loan.
  • Keep copies and confirmations of everything you submit on HECMIS.

  • The loan is not automatic. Selection is competitive and depends on meeting all eligibility requirements.
  • The approved amount may differ from the amount requested.
