The Higher Education Council (HEC) has formally announced the completion of its transition to a new digital platform for the processing of Equivalence Certificate applications, marking a significant shift in how the institution manages academic credential recognition in Rwanda.

New System Now Fully Operational

In a public notice dated 18 August 2026, the HEC confirmed that it has fully migrated to a new Equivalence Certificate application system, which is now accessible online through the Irembo platform (irembo.gov.rw). The Council stated that the transition is complete and that the platform is now the sole channel through which such applications may be submitted.

Previous System Discontinued

According to the notice, the Council's former application system has been phased out and is no longer operational. The HEC clarified that, effective immediately, all applications for Equivalence Certificates must be submitted exclusively through the new Irembo platform. No further submissions will be accepted through the previous channel.

Guidance for Pending Applicants

The Council specifically addressed applicants who had submitted requests through the former system but whose Equivalence Certificates have not yet been issued. These individuals are advised to re-apply through the new system, in full accordance with the updated requirements now in effect. The notice did not indicate that previously submitted applications would be automatically transferred or processed under the old framework, underscoring the need for affected applicants to take proactive steps to resubmit their requests.

Call to Stakeholders

The Higher Education Council has urged all stakeholders, including students, graduates, employers, and academic institutions relying on equivalence certification, to take note of this transition and to act accordingly to avoid delays in the processing of their applications.
