Jobs in Kigali 2026: 9 Open Positions at WASAC and Rwanda AI Agency

If you’re job hunting in Kigali this month, the Right Seat careers page has nine open positions you should know about. They come from two employers: WASAC, the water and sanitation utility, and Rwanda AI Agency (RAIA), which runs a World Bank-financed AI programme. Some deadlines are close, so let’s go through them.

Deadlines at a glance

  • 16 October 2026, 5:00 PM: Procurement Specialist, Financial Management Specialist (both WASAC)
  • 23 October 2026, 5:00 PM: Water Engineer in SPIU, Legal Affairs Specialist (both WASAC)
  • 27 October 2026, 5:00 PM: Project Director, AI Solution Architect, Senior Financial Management Specialist, Senior Procurement Specialist (all RAIA)

The ninth role, Technology and Business Partner in the CEO’s office, is covered at the end.

WASAC jobs

All four are full-time and based in Kigali. To apply, send a job application letter addressed to the CEO of WASAC Group Ltd, a copy of your degree(s), and your service certificate(s) as proof of work experience. That last one is a must, so don’t skip it.

Procurement Specialist (closes 16 October)

You’d work at WASAC Headquarters, reporting to the Procurement Manager, on an open-ended contract. The job is running tenders from start to finish: procurement plans, RFQs, RFPs, bid invitations, supplier follow-up, market research and regular reports. You’ll also keep clean, auditable records and make sure everything follows the law and donor rules.

They’ll take either a Master’s with 2 years or a Bachelor’s with 3 years. The degree can be in Procurement, Supply Chain Management, Business Administration, Law, or Economics, and the experience has to be in donor-funded projects. A CIPS, CIPP or CIAPP qualification helps but isn’t required.

Financial Management Specialist (closes 16 October)

This one is also at WASAC Headquarters, reporting to the Director of Corporate Services, on an open ended contract. You’d supervise the Accountancy Section, help prepare annual revenue and capital budgets and the annual accounts, support treasury and banking work, train staff, and help test and improve the computerized financial systems.

The requirement is a Master’s in finance or accounting with 2 years as an Accountant, Senior Accountant or Financial Management Specialist in a large organization, or a Bachelor’s in the same fields with 3 years. CPA or ACCA is a plus.

Water Engineer in SPIU, 5 positions (closes 23 October)

Five people will be hired for this short-term contract at Headquarters, reporting to the Water Program Manager. The work covers water supply, stormwater, wastewater, and irrigation systems: designs, drawings, calculations, feasibility studies, cost-benefit analysis, and technical reports. You’d also look at water quality, including chemical and microbial contamination, and help shape treatment processes and water policy.

They want a Master’s in Engineering (Civil, Mechanical or similar) with 4 years of relevant experience, or a Bachelor’s with 6 years. You also need a relevant professional qualification and registration with the Engineering Board in Rwanda.

Legal Affairs Specialist, WASAC Development Ltd (closes 23 October)

One open-ended position at the Kigali headquarters, reporting to the Legal Affairs and Transactions Manager. You’d be the legal go-to person for the project implementation units: drafting and reviewing contracts, checking procurement follows the law and funder guidelines, handling grievances, supporting court and dispute cases, and working with the African Development Bank and other funders.

The requirement is a law degree, either a Bachelor’s with 5 years of experience or a Master’s with 3 years. You’ll also need a Diploma in Legal Practice (like ILPD) or a recognized legal drafting qualification. Donor project experience with AfDB or the World Bank is an advantage.

Rwanda AI Agency (RAIA) jobs

RAIA works on responsible and inclusive use of artificial intelligence for Rwanda’s development. These are full-time individual consultancies in Kigali, running for 13 months from 1 December 2026 to 31 December 2027. Pay is a monthly gross fee, negotiated from your documented pay history. People based outside Rwanda can be reimbursed up to USD 5,000 for relocation, against receipts. The roles are open to individual consultants of all nationalities, but not to firms.

To apply, send a cover letter, a detailed CV, copies of your degrees and professional certificates, and contact details for three referees. Use the exact application title, for example “REOI: Project Director, Project Implementation Unit”. Selection follows the World Bank process for individual consultants, and you need 70 points or more to get shortlisted.

Project Director

You’d run the Project Implementation Unit day-to-day, coordinate ministries and agencies, set up governance and reporting, lead the Project Implementation Manual, and act as the main World Bank contact. It reports to the RAIA Managing Director.

The minimum is a Master’s in project management, public administration, engineering, economics or a related field, plus 10 years of experience, at least 5 of them managing World Bank or similar funded projects. You should also know World Bank procurement (including STEP), financial management, and the Environmental and Social Framework, and have a strong record of working with several government bodies.

AI Solution Architect

This person leads the technical side: reference architectures, GPU infrastructure setup and testing, technical reviews, security standards, MLOps and LLMOps, and mentoring the technical team. It reports to the RAIA Managing Director.

You’d need a Bachelor’s or Master’s in Computer Science, Software Engineering, or a related field, plus 10 years in enterprise architecture, data platforms, cloud, or distributed systems. They want proven delivery of large production systems and hands-on AI/ML, cloud, API, and cybersecurity skills. GPU and high-performance computing experience counts for a lot in scoring.

Senior Financial Management Specialist

You’d lead the financial side of the PIU under World Bank and Government of Rwanda rules: project accounting, interim financial reports, withdrawal applications, bank reconciliations, audits, and cost models for AI technology investments. It reports to the PIU Project Director.

The minimum is a Bachelor’s in accounting or finance, a full professional qualification (CPA, ACCA, CA or equivalent), and 8 years of financial management experience, including 4 on World Bank or other internationally financed projects. Knowledge of Rwanda’s public financial systems like IFMIS is a bonus, and so is Kinyarwanda, which is scored at the interview but isn’t required.

Senior Procurement Specialist

This role runs procurement for the PIU under World Bank regulations, covering technology goods and consulting services. You’d update the Procurement Plan in STEP, prepare bidding documents and evaluation reports, and take sole responsibility for the PPSD for the follow-on operation. It reports to the PIU Project Director.

You need a Bachelor’s in procurement, supply chain, law, business, engineering, or a related field, plus 8 years of public procurement experience, including 2 years on World Bank-financed projects using IPF Procurement Regulations and STEP. Experience preparing and managing a PPSD is required too.

The ninth position: Technology and Business Partner, CEO’s office

This role is also listed on the Right Seat careers page, but the details (employer, duties, requirements and deadline) weren’t available when we put this post together. Open the listing on the careers page and read it fully before you decide.

A few tips before you apply

Read the requirements twice and make sure your degree and years of experience really fit. For WASAC, get your service certificates early, because employers can take a few days to issue them. For RAIA, most of the points go to World Bank project experience, so spell out the projects you worked on and what you did. And don’t wait for the last day to submit.
