Rwanda Civil Service Jobs 2026: 4400 New Vacancies Open on the MIFOTRA Portal - Ministry of Public Service and Labour (MIFOTRA)
4000 New Government Jobs in Rwanda Are Open Now
If you've been waiting for a government job to come up, this is a big batch. The Ministry of Public Service and Labour (MIFOTRA) just put 44 new advertisements on the Rwanda Civil Service Recruitment Portal. Altogether that's over 860 posts, and some deadlines are just a few days away, so don't sit on this one.
What's on offer
The jobs come in two groups.
District jobs (Under Statute). There are 27 ads and 841 posts across ten districts: Gicumbi, Ngoma, Kirehe, Karongi, Nyaruguru, Ngororero, Rwamagana, Rutsiro, Nyagatare and Bugesera. Four roles are being hired:
- Economic Development Officer (Level 9.II): Gicumbi 55 posts, Ngoma 42, Nyaruguru 25, Ngororero 24, Rutsiro 23
- Human Capital & Social Development Officer (Level 9.II): Nyagatare 86, Nyaruguru 53, Gicumbi 45, Bugesera 43, Ngororero 34, Karongi 25, Kirehe 20, Ngoma 16, Rutsiro 15, Rwamagana 14
- Urban and Economic Development Officer (Level 9.II): Rwamagana 64, Kirehe 39, Karongi 25, Nyagatare 4
- Executive Secretary (Level 8.II): Karongi 60, Rutsiro 29, Gicumbi 23, Ngororero 23, Rwamagana 22, Nyagatare 21, Kirehe 7, Nyaruguru 4
Almost all of these close on 20 October 2026. Bugesera closes a day earlier, on 19 October.
Ministry and institution jobs (Under Contract). There are 17 ads and 26 posts. These close sooner.

- Supreme Court: Legal Researcher (Level 3.VI, 1 post)
- University Teaching Hospital of Butare (CHUB): Medical Officer in Emergency Department (Level 4.III, 4 posts)

- Ministry of Youth and Arts: Human Resource Management Specialist (Level 3.II, 1 post)
- Ministry of Youth and Arts: Planning, Monitoring Specialist (Level 3.II, 1 post)
- Ministry of Youth and Arts: Accountant (Level 5.II, 1 post)
The portal also says women are strongly encouraged to apply. There's a Professional Internship option for fresh graduates too, plus notices about African Union vacancies and the ILO Disability Inclusion Internship Initiative.
What education do you need?
Every vacancy has its own announcement with the exact requirements, so read that before you apply. Still, here's roughly how the levels work in Rwanda's civil service:
- A2 is the advanced level secondary or TVET certificate. It fits support jobs like the Driver post, which also needs a valid driving licence.
- A1 is the advanced diploma. It usually fits secretarial and admin work, like the Secretary to Central Secretariat post.
- A0 is a bachelor's degree, and it's the normal starting point for most officer jobs. Think the district officer posts, Executive Secretary, Accountant, and Legal Researcher. Fields like economics, business, accounting, finance, social sciences, development studies, urban planning, law, and public administration are the usual ones.
- A master's degree is often asked for, or at least preferred, on the senior Level 3 specialist posts. That includes Health Economist, M&E and Oversight, and Partnership and Cooperation. If you've got a master's plus some real experience, you're in a strong spot.
- PhD isn't normally needed for these. It can help for very specialised or research-heavy roles, but you won't see it asked for much here.
One more thing. Medical and engineering posts, like the CHUB Emergency Medical Officer and the Biomedical Senior Engineer, usually need registration with the right professional body on top of the degree.

Go to https://recruitment.mifotra.gov.rw/ and click Register, or Login if you already have an account. Fill in your profile and upload your CV, certificates, national ID, and anything else they ask for. Then open the job you want, hit Apply, and submit before the deadline. The portal closes on time, and it tends to slow down when everyone rushes at the end.
A few quick tips. Scan your documents clearly. Match your qualifications to the exact wording in the announcement. And start preparing for written and oral tests now, because many public posts use them.
