Government Study Loan 2026-2027: Applications Open for Rwanda Polytechnic and University of Rwanda Students.

The Higher Education Council (HEC) has announced that applications for the government study loan for the 2026-2027 academic year are now open. The call is for students admitted to Rwanda Polytechnic (RP) and the University of Rwanda (UR). The window is short, so if you qualify, start preparing today.

Key Dates

• Applications open: 06/11/2026
• Applications close: 14/11/2026
• Important: No loan applications will be accepted after 14/11/2026.

Important Requirements and Conditions

1. Application period. Applications run from 06/11/2026 to 14/11/2026. HEC will not receive any applications after these dates.
2. Admission is required first. You must already have been admitted to Rwanda Polytechnic or the University of Rwanda before you apply for the loan.
3. Apply online only. Applications are submitted through the HEC portal at https://hecmis.hec.gov.rw/. Follow the instructions given on the platform.
4. Complete everything correctly. You must fill in all required information properly. Applications that are poorly completed or don’t meet the requirements will not be reviewed.
5. For those who studied abroad. If you studied outside Rwanda or completed a foreign programme, you must have an equivalence certificate issued by NESA. You must also correctly enter:
   • Your national ID number
   • Your equivalence number (entered in the index number field)
   • Any other information requested
6. No double applications. Students admitted to the University of Rwanda and those admitted to Rwanda Polytechnic are not allowed to apply for the loan at both institutions.

1. Confirm that you have been admitted to Rwanda Polytechnic or the University of Rwanda.
2. Gather your details, including your national ID number and, if you studied abroad, your NESA equivalence number.
3. Go to https://hecmis.hec.gov.rw/ and follow the instructions.
4. Fill in every required field carefully and accurately.
5. Submit your application before 14/11/2026.

• Don’t wait until the last day. Websites get busy near deadlines.
• Double-check your ID number, names and other details before you submit.

• Apply for only one institution, as the notice doesn’t allow applying at both.
