NISR 2026 Establishment Census (EC2026): Enumerator Recruitment

Deadline to apply: 18 September 2026

The National Institute of Statistics of Rwanda (NISR) is recruiting 4,767 enumerators nationwide for the Sixth Establishment Census (EC2026), conducted in collaboration with the Ministry of Local Government (MINALOC) and district authorities. This is a paid, time-bound opportunity open to eligible Rwandan youth aged 18–30.

The census will update Rwanda's national database of establishments, covering their economic activity, location, and employment characteristics, to support future economic and development planning.

Eligibility Criteria

Applicants must:

  • Be a Rwandan citizen
  • Be aged 16–30 and registered in the National Youth Council database
  • Live in the sector where they intend to work
  • Hold a university degree (A0 or A1) in Statistics, Economics, Social Studies, or a related field (A2 holders may be considered where degree holders are unavailable)
  • Own a functional smartphone or tablet meeting NISR's technical specifications (see below)
  • Be fully available for fieldwork from 10 December 2026 to 10 February 2027, with no other job or commitment during this period
  • Be willing to work in remote areas
  • Demonstrate good moral and ethical conduct

Prior experience on an establishment census is an advantage.

Devices must support offline data collection and sync with the central server once internet is available.

Role and Responsibilities

Enumerators will:

  • Identify and learn the boundaries of their assigned working area
  • List all establishments within that area and visit each one
  • Schedule appointments with owners or managers where needed
  • Complete census questionnaires accurately and completely
  • Review and correct data for errors or omissions before submission
  • Keep devices charged and ready each day
  • Maintain confidentiality of all information collected
  • Report challenges to their supervisor promptly
  • Deliver completed work within NISR's required timeframe and quality standards

Required Documents

Applicants should be ready to provide:

  • Proof of Rwandan nationality
  • Academic certificate
  • Confirmation of National Youth Council registration
  • Confirmation of residence in the sector of work
  • Details of the smartphone/tablet to be used
  • Evidence of prior census experience, if applicable

Application Process

Recruitment runs in two stages:

  1. Pre-selection (sector level): District authorities, working with NISR, shortlist candidates who meet the eligibility criteria based on each sector's vacancy count.
  2. NISR Selection Test (district level): Shortlisted candidates sit a test administered by NISR.
