JICA-Rwanda Government Scholarships 2027: Study Your Master's in Japan Through the ABE Initiative.

The Higher Education Council (HEC), working with the Japan International Cooperation Agency (JICA), has just announced scholarship slots for Rwandan applicants under the African Business Education Initiative for Youth, known as the ABE Initiative.

This isn't a small program either. It's part of JICA's Knowledge Co-Creation Program, built to grow the pipeline of skilled professionals moving between Africa and Japan, while giving you the chance to study at a Japanese university and gain real work experience through an internship along the way.

What the ABE Initiative Actually Offers

Successful applicants get sent to Japan to complete a Master's degree, and the support covers pretty much every major cost tied to getting there and staying there:

• Tuition fees (entrance fees, exam fees, course fees) paid straight to the university
• Monthly living allowance of JPY 143,000 to 148,000, depending on where you're placed
• Round-trip airfare to and from Japan
• Outfit allowance of JPY 100,000
• Moving allowance of up to JPY 164,000 to 224,000
• Research support expenses, actual costs up to JPY 360,000 a year
• Medical care for participants who get sick after they arrive, under the program's insurance terms

In addition to the degree, participants can also take part in internships at Japanese companies or public institutions, a real chance to build a professional network you couldn't easily get otherwise.

Who Can Apply

Before you get excited and start filling out forms, check that you tick these boxes:

• You're a citizen of an African country eligible for Japan's Official Development Assistance (ODA)
• You're under 40 as of April 1, 2027
• You hold a Bachelor's degree (at least 16 years of academic background)
• You're in good health and able to participate fully in the program
• You meet one of these English proficiency benchmarks:

1. TOEFL iBT: 80
2. IELTS: 6.5
3. CEFR: B2
4. Duolingo English Test: 120–125

Note that some universities may ask for a higher English score than the minimum listed above, so it's worth checking your target school's requirements directly.

Fields You Can Study

The Master's scholarships this cycle are open across these fields:

• Information and Communication Technology (ICT)
• Agriculture
• Energy
• Transport
• Education
• Water and Sanitation
• Disaster Risk Management
• Health

Your research proposal should tie into government policy and sustainable development, things like public finance management, international trade, regional studies, or disaster risk reduction. Roughly 95 participants will be selected across the program this cycle, and everything runs in English.

Documents You'll Need to Prepare

Get these ready early, since certified translations and transcripts can take time:

1. JICA Application Form (Part A, Part B, Annex 1, and Annex 2)
2. Graduation or degree certificate, officially certified, in English or with an official English translation
3. Academic transcript covering all grades earned, officially certified
4. English language test certificate
5. A copy of your passport or photo ID
6. Two passport-style ID photos (4cm x 3cm)

After you're matched with a university, you'll also need to submit a Health Certificate and Medical History in JICA's format.

How the Selection Process Works

The process runs in four stages, so pace yourself:

1. Document screening by the JICA office in your country
2. Interview to assess your fit with the program's goals
3. University pre-matching, where Japanese universities review your research plan and transcripts (December 2026 to January 2027)
4. University entrance exam and final selection, where you apply directly to your matched university

One important detail: you can only submit a formal application to one university at the official stage, even if more than one shows interest during pre-matching. Choose carefully.

Deadline and Where to Apply

Applications must reach the JICA Rwanda Office by September 30, 2026, at 5:00 PM. That's a firm cutoff, so don't wait until the last week to start pulling your documents together.
